yup - its a key that will open all locked gates to off road areas all over California. 

The kind of a key, lets say a lineman that works for certain utility company would have

Well that's good news, as my dad was a lineman in the old days and there are all sorts of keys that look like like that in the junk drawer.

True.  I'm thinking it would be more handy to have say, in case you're leaving a trail that had an open gate originally but somebody locked it while you're on it.  Used to have that happen occasionally when parking at the trailhead mountain biking.

exactly as bobby pointed out. good to have in case you end up in a situation where you're unintentionally stuck on the inside trying to get out. but the other way is a big no-no. it's a big deal if you get caught on the wrong side of a gate. regardless if you cut the lock, blew it off with a shotgun or simply unlocked it with a key.
